Special districts are local governments in Wyoming that provide services to specific areas to protect the health, safety, and welfare of citizens. Special districts are separate from cities and counties and are created by communities to provide services that the local government does not. These services are essential to the health, safety, economy, and well-being of the community.
Special districts can perform a single function such as fire protection, water service, or cemetery management. Other districts, such as community service districts, can have multiple districts including 27 different types, such as irrigation districts and joint powers boards. Wyoming currently has more than 650 special districts, including nine Senior Citizen Special Services Districts.
The Natrona County Senior Citizens Service District is governed by a five-member, elected, unpaid Board of Trustees.
The Natrona County Senior Citizen Service District (NCSCSD) will fund vital programs and services for our seniors, including Central Wyoming Senior Services, Inc. (CWSS), Natrona County Meals on Wheels, and Wyoming Senior Citizens, Inc. Additional programs may also be included if they meet state requirements.
Funded by a small property tax, the NCSCSD ensures essential services are available to our seniors. For a $200,000 home, it’s just $1.58 per month or $19 per year.
Meetings are held the first Tuesday of each month at the Casper Senior Center @ 10AM.

Linda Blackstone is currently President of the Board of Trustees of the Natrona County Senior Citizen Service District. She is originally from Kemmerer, Wyoming, attended the University of Wyoming, and received a Bachelor of Science degree in Mathematics. She retired from CenturyLink as Director, Engineering and Construction. Linda is past president of the Casper Senior Center, Highlands Ranch Rotary Satellite, and Business and Professional Women. She has been a member of several community organizations and is currently a member of the Casper Rotary Club.

Ruth Doyle is a long time resident of Natrona County. She is a Casper College faculty retiree, having received numerous awards during her tenure. Ruth states, " Teaching at Casper College enriched my life and I now can continue that enrichment by serving the county's senior population on the Natrona County Senior Citizens District Board."

Rhonda Laird currently serves as Secretary on the Board of Trustees of the Natrona County Senior Citizen Service District. She is the Assistant Administrator & Marketing Director at Mountain Plaza Assisted Living & Memory Care in Casper. Rhonda earned her Bachelor of Arts in Communication from the University of Wyoming and her Master of Science in Medical Sciences with a concentration in Gerontology from the University of Florida. She is currently pursuing an MBA through the University of Wyoming and is deeply committed to advocating for older adults in her community.
